A separate Free Industrial Zone in Kutaisi
Hualing Free Industrial Zone was established in October 2015 as a Hualing Group development. It is distinct from the earlier Kutaisi Free Zone at the former automobile factory site. Its current published profile identifies a 58-hectare free industrial zone.
Hualing presents industrial buildings, warehouses, office space and development plots for businesses establishing operations in Kutaisi. Available space and the commercial terms must be confirmed for each project.
Facilities and operating requirements
Before selecting a property, tell us the production or storage area you need, the goods you handle, the equipment you will install and your expected electricity, gas and water requirements. Loading access, internal layout and lease duration can be just as important as the rent.
For new construction, we ask for an outline of the proposed building, investment and intended start date. For existing facilities, we confirm the condition, included connections and any adaptation work.
Licences and activities
Hualing publishes industrial, general trading, special trading, consulting and service licence options. Licences are relevant to the approved activity and require annual renewal. Several licences may be needed where a project combines activities.
Manufacturing, assembly, processing and packaging should be described accurately in the application. A trading project should identify whether it handles one product line or several. Service businesses need a separate review of what can be supplied and to whom.
Tax treatment
Hualing describes tax exemptions for eligible FIZ activities, qualifying distributions, relevant property and foreign goods entering the zone. This does not remove salary taxation or the separate rules for mainland transactions. Our FIZ tax guide explains the main distinctions.
We arrange the complete setup
Our company formation fee is USD 2,000 plus the zone licence fee for one individual acting as both sole shareholder and sole director. Companies with a corporate shareholder or additional shareholders or directors are quoted individually.
Our work can include the initial project review, application and incorporation documents, licence coordination, legal address or premises arrangements, banking preparation and accounting support. Remote representation is available where the necessary Power of Attorney and certified documents are accepted.
