A port location, an industrial building and a company address solve different business needs. Compare all four Georgian Free Industrial Zones on the goods, transport and premises your company will actually use.
Compare the location and the building
Georgia has four Free Industrial Zones to consider: Tbilisi, Kutaisi Free Zone, Hualing in Kutaisi and Poti. The two Kutaisi zones have separate administrations, applications and commercial terms.
| Practical question | Tbilisi Free Zone | Kutaisi Free Zone | Hualing FIZ, Kutaisi | Poti Free Industrial Zone |
|---|---|---|---|---|
| Sea freight | Inland base; allow for the transport leg to and from the Black Sea ports. | Published distance of about 95 km to Poti Port. | Published distance of about 94 km to Poti Port. | Adjoins Poti Port. Port handling and zone procedures remain separate services. |
| Airport access | About 30 km to Tbilisi Airport, which has cargo-handling companies. | Published distance of about 19 km to Kutaisi Airport. | Published distance of about 19 km to Kutaisi Airport. | Road access to Kutaisi and Batumi airports; confirm the actual freight service. |
| Rail connection | A direct on-site siding is not confirmed in the published material used here. | Railway connection advertised by the zone. | A direct on-site siding is not confirmed in the published material used here. | Rail access from inside the zone advertised. |
| Road position | A base in the capital for management, local customers and eastern markets. | Western Georgian industrial location with access to the East–West corridor. | About 4 km from the East–West highway. | Port location linked to regional road and railway networks. |
| Published premises options | Ready units from 50 m²; construction plots from 1,000 m². | Industrial and warehouse buildings and development land; request the specific unit. | Industrial buildings, warehouses, offices and development land. | Warehouse units of 241–608 m²; land plots from 1,000 m². |
| Utilities and building checks | Connected utilities in ready units; confirm the power allocated to your premises. | Power and water infrastructure advertised; confirm the particular connection. | Electricity, gas, water and sewage; power connection depends on technical capacity. | Warehouse electricity; a published floor capacity of 5 tonnes/m² must be checked for the unit. |
Distances are approximate published location figures, not guaranteed trucking distances or journey times. Building availability, rail service, utility capacity and lease conditions need confirmation for the actual premises.
When the business moves containers through Poti
Start with Poti if the goods enter and leave through its port. Compare that with the inland haul to a Kutaisi or Tbilisi factory, including empty-container return, terminal handling, storage and waiting charges. Being next to the port does not make these services free or combine the port and Free Zone customs procedures.
When the business needs a factory
Compare Kutaisi Free Zone and Hualing as separate offers. A railway connection can matter for regular bulk cargo; highway access can matter more for truck deliveries. Before choosing a building, check floor loading, clear height, loading doors, fire protection, water and the electrical load available for the machinery. An installed transformer is not a promise that the full requested capacity is allocated to the tenant.
When management or air freight matters
Tbilisi may suit a company whose team and customers are in the capital. Its airport publishes cargo-handling services. Proximity to Kutaisi Airport does not by itself confirm air-cargo acceptance, an appropriate flight or the required temperature-controlled handling. Obtain the forwarding offer for the actual goods and shipment frequency.
Compare the full annual cost
Our company formation fee is USD 2,000 plus the zone licence for one individual who is both sole shareholder and sole director. Corporate shareholders or additional shareholders or directors are quoted individually. The zone licence, address or rent, deposits, utility connections, handling and continuing accounting are separate items.
The four zones operate under the Georgian FIZ framework. Their location and commercial terms differ; a brochure’s tax headline does not establish a better tax result for one zone. The tax guide explains the 4% charge, services and salaries. Poti’s conditional investment packages are explained in the Poti guide and should not be compared with an ordinary annual licence tariff.
Send the goods, supplier and customer countries, shipment sizes, transport method, floor area and utility requirements through the company application. We can compare suitable premises and prepare the company setup proposal, including the licence and continuing costs.
